Looks like a Cerveny 686 in CC to me. Sanders was used as a stencil brand for Cerveny. A BBb would have a longer lead pipe and dogleg after the valves. To my eye, at least.

Here’s a comparison pic. Yours is missing the fifth valve, obviously, which defines a different wrap for the first valve tubing, but I’m 99% sure that’s what it is.
