I would say this is great news! The Cerveny's I have played have been very good. And different.

The low range is awesome. That large bottom bow and bell help, I think. As for pedals, you are asking the wrong guy. On bass trombone, sure, they roar; but not on tuba. That is reasonable. A bit lighter than the Bessons I have owned. This is a seriously beautiful horn. I wish I could justify it!
