There's also an open source instrument design software for Python available, developed out of a lab in France, called openwind. It doesn't have the cool hardware that BIAS has or even a UI, definitely less approachable, but does have the ability to predict intonation characteristics given a geometry ...

This is a funny one! It looks like either a PT3 or Symphonie 3/4 C tuba.
The Symphonie 3/4 C tuba almost always has a kranz, and has the F tuba / Symphonie valveset, which is conical (17-21mm) bore and has the 5th and 1st valves separated just like the Symphonie F tuba.

I think I might have bid against you for that Weltklang 104! I remember hearing that Dan Oberloh is set up to do this as well, but a rebuild is unlikely to save you much money.

A detailed writeup is below, but TLDR, if the rotors of a good tuba are worn, having a skilled repairman replace the valves is absolutely worth the investment. Recent changes in tariff policy add a small to moderate complication to trying to repeat this project again in the near future.

Congratulations on the new axe! A nice F tuba feels like jumping into a Miata after years of driving a Suburban. I remember being shocked at how easy stuff like Kopprasch or Rochut was to execute on mine.

To drag this back on topic, if you're looking under 5k for an F tuba, even the higher quality Chinese made instruments like Eastman or JP are usually out of reach (occasionally one might pop up used barely under the 5k mark).
I can't think of any options outside of Jinbao/Mackbrass/Wessex copies ...

I've done it a half dozen times, and had no trouble. Most airlines require you to be against a bulkhead (either all the way at the front or back of the plane) with the tuba in a window seat.

I really like wall mounting tubas, keeps them accessible but not underfoot. In interior finished rooms, I like the look of the string swing tuba mount, though it's a bit pricey and doesn't fit every tuba. For a basement, I'd do the diy cheap hooks + pipe insulation approach suggested by gocsick ...

There is a serial number list for B and S in that era that's pretty comprehensive. I think Robert Tucci and Berlinertuba either have a copy or know the person who does, they both post occasionally and are quite nice and helpful.
