Valves are in rough shape but it’s priced okay for a project. Probably a decent CC or BBb to be made with that bell and possibly bottom bow.

What's the story on the quilted appearance, on the bow guard?

At first this seemed like it might be original, but at a second look, likely added on top of the original bow guard during a repair, cut along the edges so it could bend around the curve without a lot of forming work.
