I'm not interested in this tuba on eBay, but noticed the "stark" effect of the picture, which almost appears to be a drawing of a photograph.
...I guess (??) it was caused by the use of a flash - combined with indoor lighting - combined with good focus (??)

Probably — they had an out-of-focus photo that they used the Sharpen Image tool, which, when overdone, can create this fake-looking stuff when combined with dark room/heavy flash.
