His best bet for a winner will be a Yamaha YEP-321, which is an excellent, inexpensive four-valved non-compensating instrument with (normally) very good intonation and response. The one thing he will want to have done, though, is to have a large mouthpiece receiver installed, as the 321 only comes with a small shank. Making this single modification (for fairly cheap, too) will give him an affordable, decent player to start out with.
Sorry that I don't have an instrument to sell. I'm just trying to help him and you identify an instrument that is both "good" and "cheap" because oft times these two are mutually exclusive. If you know that, it makes your search much faster.

Yeah I've seen a few kings in good shape selling lately in ebay and other places for less than $500. If you can find one that's the way to go.

I actually own one of the very old HN White euphs with an upright bell and four front pistons. I like it a lot more than the Yamaha. I suggested the Yamaha because it is far easier to locate one in good shape for cheap than the much less common (but superior IMHO) King.

Silver King, four front pistons, good shape, $800 with hard case in need of internal work. (Rats ate the liner material. Easy fix.)
