Says tuba in ut (C) but I am skeptical based on the overall size of the instrument compared to the door in the pics.

The extra loop in the bugle says "not F" to me, but I've never seen one of these not in F.

You're right, I was thinking "tuba in ut" = C tuba, like a French C tuba. Definitely bigger than that. Now that I see that loop 'round back, CC seems likely.
