I think it's Mike Trafficante, even if this was filmed in 1945. If its not him, I'd say ask Klausie, but he's gone...

I think dp makes a good guess. Mike Trafficante did work and record with Paul Whiteman (conductor here), so it would make perfect sense. Looking at the video and the available picture of Trafficante and some time for aging they look a lot alike.
