A small-shank tuba mouthpiece (a tuba mouthpiece with a shank the size of a bass trombone mouthpiece shank) fits this tuba...

I sell some of them, but probably the lowest-cost ones are offered by Wick, and feature model numbers with NO "L" at the end.

ie. "1L, 2L, 3L, 4L, 5L" will NOT fit this instrument, and "1, 2, 3, 4, 5" SHOULD fit this instrument.

Small people - as well as people who like to mate up small mouthpieces with small instruments - might actually wish to try out a "5" with this instrument.

I could install a standard shank receiver for an additional charge...
If I look around, I can probably find a "stock" (un-lacquered brass) one for Olds O-99/Reynolds TB-10, which is designed to fit over a smaller-diameter mouthpipe...I would need to charge something for this, and it would also define the tuba as not-returnable.
Otherwise, I could also ship the tuba with a NOT-INSTALLED standard shank receiver, whereby the buyer could have it installed locally, if they so chose to do so.

OK...
I found a new Olds O-99 standard shank receiver in the shop, if anyone is interested in buying this tuba with a STANDARD SHANK receiver installed...for only $25 additional bux.

Just FWIW...
If you ask me about this, and tell me "I'm going to look at my finances over the weekend", it's ok with me (and nice of you) to contact me Monday and tell me that you've decided against a purchase (rather than silence).

I will second the fun-horn description, and commend the Alabamian band director for his good taste.

Recently got my hands on something described as a stencil of this and the slides seem stuck at all the right places, coming with a random piece of cloth instead of cork on the water key, but man is it fun to toot upon!

I've been searching for a small piggy tuba or mini-travel tuba in CC but this horn intrigues me! Is it still available?

It was sold to an Alabama band director/tuba player, as a “starter“ E-flat tuba.
Thanks so much for asking about it.
I can sell these (see link, just below) all day every day, it’s about the same size (including the bore size being nearly exactly the same) as the old Conn-made instrument, of course it’s brand new and it will cost more, but it will also have tighter valves.

Even this firm’s least expensive instruments are NOT junky, which is why I like selling them.
(It would be drop-shipped, from the warehouse. I do not stock these. They listed carton size indicates - at least, it seems to me…?? - that they can go UPS from the warehouse, rather than common carrier.)

What would the cost of a new Eb Packer Tuba be? And are they designed in England but actually manufactured in China? Seems to be a trend lately...

The factory that JP uses makes just about the best I’ve seen that comes out of China - rivaling European quality (and I would also compare the quality of these instruments to the Yamaha instrument made in China). Most of JP‘s models are proprietary, but they also sell a few models that the factory makes for anyone, but - when I have tried to buy non-proprietary models straight from the factory - avoiding paying JP’s markup, and though the components - valves/slide tubing - were of the same quality) the assembly quality has been lower, so I have discovered that buying through JP is the only assuredly trouble-free way to purchase this factory’s instruments.

For what it's worth, I have the big brother 377 Eb, and I am thoroughly delighted with it. If the 077 is built with the same quality, then it will be a well-made instrument.

I’m not posting the price here, but I did send a quote to the gentleman in a private note.
I will say that I offer these for considerably less than my competitive price on the less expensive compensating euphonium that JP offers.
