I was on a music forum where a user said that tubas cannot play major and minor scales, they can only play the Richter scale. Is this the same Richter that is used to measure earthquakes?

I am too lazy to come up with pun, but i feel the need to contribute.
No, tubas don't play major or minor scales... people do. Some of them on tubas, even, though we might call it work rather than play.
