The lacquer on those years of Meinl Weston/Melton horns seems to wear poorly or something.
Regardless, that’s probably a really good horn. It’s about the right size for 90% of tuba playing, imo.
Editing to add: if someone is interested in a horn like this and it’s already at a reputable shop, you can have them get out those other dents for a fair price and with no additional logistics required.
