Hal, thanks for the link. I had one of those tubas about 15 years ago. One of the richest and most luscious tones I have ever heard. My idea of a true German tuba sound.

That GDR bell is the same as as a Symphonie F tuba yellow brass bell.
If someone has a Symphonie F with a craptastic bell, they might consider purchasing this tuba, swapping bells, and selling the leftover instrument for what they can get.

A student needing/wanting a CC horn could get good value from this one. $1700 for a personal horn which would do the job of a $5000+ one is good. And, if the tuba thing doesn't "stick" it could be sold at no loss. Reading the description, it sounds like that might be the seller's situation.
