Looks like there's a decent-ish version up at the Internet Archive, as part of a larger collection of vintage animation.
Starts around the 10:22 mark. Should be able to d/l the file and cut out the part you want from there.

Possibly higher quality version released as part of "The Puppetoon Movie" collection, available to stream on Amazon.
