Highly doubt with those measurements it's actually a "Kaiser" but I've seen a lot of horns, and never seen a second 4th valve slide located there before above the Main one. Interesting horn.

I'd bet the bell was replaced at some point, which would explain the shinier finish thereon, also the lack of a name.

I don't see a replaced bell...I see the front of the bell (from use) that is very worn, so that someone put a huge nickel patch over that portion of the bell, and I believe that see that the wear extends down on to the bottom bow (no patch).
Upper bells - typically - are handled less than any other part of most tubas.

The wear extends onto that patch... Some old tubas (Sanders, maybe?) have a funny looking but maybe useful patch like that on the bell.
