My guess is a European valve set at least?

Mostly just based on the general single sidedness of the valve loops. But an intriguingly abnormal use of the ports, as the leadpipe runs into the bottom front port of the third valve, and the bugle comes out of the bottom front port of the first valve. Now i'm trying to imagine the pistons to make this work, which i suppose is more difficult without knowing the relative heights of the ports.

Cool instrument for sure!
