That’s just plain weird.
Some old Yorks, Martins, and perhaps a King rotary valved CC

- all four pistons/stems/finger buttons
- top caps
- bottom caps (?)
- fifth rotor
- rotor back cap/bearing plate/arm/screw
- all five tuning slides and MTS

At that price point of replacing everything, you're better off getting a complete used 1291.

Thank God they left the 5th rotor trigger assembly, that would have been a deal breaker.

Asking price is definitely a bit high… Making an offer looks to be possible.

I’ve owned a bunch of former service band instruments. On occasion, they arrived with some odd, disabling “adjustments.” Nothing that couldn’t be easily undone. I’ve heard from former members that replacement criteria varied a bit over the years and depended on a few factors and level of band.

If this was, in fact, a mustered out service band tuba, I remember one other that received this treatment. It was a Hirsbrunner piston CC that was missing all of the pistons.

Being familiar with federal disposal procedures, this tracks.
